The idea behind net.America originated in 1998, while its founder and CEO, Clare Hines, served as a program manager for NASA, overseeing a major component of NASA’s Peer-Review Program. During this time, Ms. Hines applied her technical expertise as chief architect in the design, implementation, and maintenance of NASA’s Internet-based Grants Management System (GMS).

Ms. Hines launched the Net.America Corporation in April 2000 with only $10,000 in savings, and under her leadership, the company has grown to more than $6.0M in annual sales. Her entrepreneurial skills have enabled her, over the course of her burgeoning career, to create lucrative opportunities that have increased profits, provided employment for the Washington DC region, and expanded the competitive market of government funded contracts.

Prior to her position at NASA, Ms. Hines also served as a NASA MURED Program Manager, where she was responsible for organizing, staffing, budgeting, directing, planning and controlling a $0.8M/year Peer-Review contract.

Ms. Hines holds a Masters of Science degree in Technology Management from the University of Maryland and a Bachelor of Science degree in International Marketing from Southeastern University. Always seeking to broaden her business knowledge, individual interests, and leadership ability, she has also taken advantage of courses offered through the Tuck School of Business, Executive Education program and Leadership Maryland, Annapolis, Maryland.

Rossalynn Abbott

Ms. Rossalynn Abbott, PMP, ITILv3 is net.America’s President. She is a distinguished executive professional and program manager, with a well-established career leading operations, driving business growth, and guiding teams in delivering exceptional service. As President, she’s responsible for implementing the company’s strategic vision and for overseeing the day-to-day operations while expanding the company’s business portfolios.

Ms. Abbott has spent over two decades supporting the U.S. Department of Labor (DOL)/Employment and Training Administration’s Job Corps program, the largest federally funded academic and career technical training program for youth in the United States.

Ms. Abbott is also the Site Director for the Project Management Institute (PMI), Baltimore Chapter/Columbia, Maryland meeting location. There, she is responsible for hosting Chapter speaking and networking events, giving Chapter members the opportunity to earn Professional Development Units (PDU’s) towards their Project Management Professional (PMP) certifications.

Ms. Abbott holds a Master of Arts Degree in Communications and Training, Governors State University and a Bachelors of Arts Degree in Sociology, Idaho State University.

Ernest Brice, Jr.

Mr. Ernest (Ernie) Brice, Jr. is net.America’s Chief Information Officer (CIO) responsible for net.America’s Information Technology and Assurance, Contracts and Legal functions. Ernie joined net.America in the Summer of 2007, assuming charge of the net.America business projects and infrastructure, including “day-to-day” operations. He holds a Bachelor of Science degree in Mathematics from Tennessee State University, Nashville TN and a Master of Science in Logistics Management from the Air Force Institute of Technology, Wright-Patterson AFB, OH. He has a distinguished Air Force Officer career specializing in telecommunications and computers management for over 21 years. During that time he supported the Vandenburg AFB CA missile operations, AFROTC Recruiting, Duty Officer – National Military Command Center, Pentagon, Tactical Reconnaissance Mission, RAF Alconbury UK, and Air Force Communications-Electronics Doctrine Office. Since leaving the Air Force, he has supported various government activities, Defense and Civil, providing “high-level” customer satisfaction in the IT arena.

While he has been continuously employed by small firms, he has worked for many large corporations, such as, Lockheed Martin Corporation, CSC, Booz-Allen Hamilton, BDM International, CA, and BAE, etc. He is a practitioner of PMI’s “best practices” for project management and continuous process improvement.

His success is attributed to his leadership and unparalleled commitment to customer success and satisfaction.
